Can Universities Be Reformed?

Meaningful reform of universities from within is very close to zero without strong outside pressure. Entrenched bureaucracy, funding structures, and ideological incentives serve as major barriers to such reform. Lasting change is difficult and there is doubt whether existing institutions can meaningfully change at all.
